In honor of the nation's visionary leader, the Heydar Aliyev International Education Grant Program allows international students to pursue higher education at Azerbaijan's prestigious institutions.
Program Overview
The Heydar Aliyev International Education Grant Program, established by President Ilham Aliyev's order, aims to strengthen worldwide educational links and promote human capital development. Beginning with the 2024-2025 academic year, this program will provide 100 scholarships per year, allowing students from other countries to study in Azerbaijani universities.

Scholarship Benefits
Grant recipients are eligible to the following:
- Tuition Coverage: Full tuition for the duration of the program.
- International flights: Once a year, students will receive economy class round-trip tickets from Azerbaijan to their home country.
- Monthly Stipend: The monthly stipend is 800 AZN (about 470 USD) for 10 months per year, including living expenses like as lodging and instructional materials.
- Medical Insurance: Medical insurance provides an annual sum of 200 AZN (about 117 USD) for healthcare services and pharmaceuticals.
- Visa and Registration: Assistance in obtaining a single-entry visa and temporary residence permit for study purposes.
Eligibility Criteria
- Age Limits:
- Applicants for undergraduate and general medicine must be under the age of 35 on September 15, 2025.
- Graduate and medical residency applicants: Under 40 years old as of September 15, 2025.
- Doctoral applicants: Under 45 as of September 15, 2025.
- Academic requirements include a minimum GPA of 70% (or equivalent) in previous studies.
- Language competence: Depending on the language of instruction, applicants must demonstrate competence in English, Azerbaijani, Russian, or Turkish.
