The university is providing scholarships to invite international applicants to study there and is accepting application for second semester students also. Second semesters students will start receiving funding once they start their studies at the University of Otago. For living expenses, Dunedin is rather a cheaper place to live.
Scholarship for the International students
The University of Otago offers Vice-Chancellor's International Postgraduate Scholarships for the Master’s students. You can apply for two semesters exchange too. International applicants who wish to pursue a research based degree are being facilitated by the International Master's Research Scholarship.

To qualify for this scholarship, applicants must be new international students intending to start their studies in the upcoming semester, either full-time or part-time, in a Bachelor of Teaching (ECE or Primary) or Graduate Diploma of Teaching program at Te Rito Maioha

The skills listed are not required, but are indicators that you are a good fit for the Program:
Undergraduate degree in a technical discipline such as physics, mathematics, computer science, engineering, or economics
Experience with analyzing datasets
Knowledge of linear algebra, probability, and statistics
Thorough knowledge of Python programming
Experience in other programming languages such as R, C++, Java, etc.
